The shooting happened in the 1000 block of Kinney Street at 4:19 p.m., according to Richmond Police Chief Edwards.
Richmond and VCU Police were on scene for several hours as police attempted to get the suspect out of a nearby apartment building. Chief Edwards says that after getting a search warrant for the dwelling, they found nobody was inside.
The Richmond Police Department asked residents and motorists to avoid the area while officers continue their investigation.
Police are asking for the community to be on the lookout for a thin man in his early to mid-20s, wearing a blue or gray t-shirt.
